Preparing a vault room for an independent observer

Observers record what they are shown. They do not open bags, plug in devices, or photograph seed material. To keep the session clean:

• Assign one host who announces each device by your internal label
• Have seal serials visible without breaking seals early
• Keep private material covered; the observer only needs identifiers you choose to present
• Agree in advance whether the observer stays for resealing

In Hong Kong evening sessions, allow time for building security logs. Our observation notes list attendees and timestamps; they do not certify balances.
